We helped build the next generation of the case management software system used by U.S. Immigration and Customs Enforcement (ICE) agents across the United States. Buchanan-Edwards was the prime contractor and we were the subcontractor, with a team of about five to ten people on the program from about 2010 to 2015.
About U.S. Immigration and Customs Enforcement
U.S. Immigration and Customs Enforcement (ICE) is a federal law enforcement agency within the U.S. Department of Homeland Security. ICE agents across the country rely on case management software to organize investigations, find related information, and work with partner agencies.
Our role on the program
Buchanan-Edwards was the prime contractor. It held the contract and led the program. We were the subcontractor. We partly staffed the team that built the system, with our engineers working inside the Buchanan-Edwards team.
Our part of the work ran from about 2010 to 2015, with a team of about five to ten people.
The system: next-generation case management for ICE agents
The program built the next generation of a case management software system for ICE agents throughout the United States. The system:
- Runs on the Department of Homeland Security's private cloud.
- Serves as a repository for documents and information on ICE investigations, and for investigative tools.
- Searches information held by DHS and other federal law enforcement agencies, as well as state and local partners.
- Includes built-in analysis tools to help investigators develop intelligence and investigative information.
- Shares information about subjects of investigations with U.S. Customs and Border Protection, which maintains a lookout list used at border crossings.
Our work on the program involved Microsoft SharePoint, case management software, and strategy and analytics.
What the software had to do
Case management for investigators has to keep sensitive records accurate and protected, control who can see what, pull results from many separate systems into one search, and share the right information with partner agencies. It also has to work for agents across the country.
Federal programs add security reviews, strict access rules, change control, and documentation that has to hold up after the original team moves on. Our engineers worked inside those rules and the prime's development process, and kept the work reviewable so Buchanan-Edwards could stand behind it with the agency.
