Project overview: staff augmentation for a federal prime contractor
We were a subcontractor to Buchanan-Edwards, the prime contractor, on its work for U.S. Immigration and Customs Enforcement (ICE) and the U.S. Department of State. From about 2010 to 2015, a team of about five to ten of our people worked inside Buchanan-Edwards programs as IT staff augmentation.

Our role
Buchanan-Edwards was the prime contractor. It held the contracts, answered to the agencies, and led the programs. We were the subcontractor. Our people worked inside the Buchanan-Edwards teams.
Our work ran from about 2010 to 2015, with a team of about five to ten people. It covered U.S. Immigration and Customs Enforcement (ICE) and the U.S. Department of State.
The federal programs we supported
ICE case management software
We helped staff the team that built the next generation of the case management software used by ICE agents across the United States. The system ran in a private Department of Homeland Security cloud and gave agents one place to store investigation records, search across agencies, and analyze cases.
Content management for state.gov
We did content management work for the Department of State's public website, including the sections for the Secretary of State, media, and public diplomacy.
A SharePoint portal for international organization jobs
We built a fully custom SharePoint site layout, with custom graphics, for a public-facing Department of State site. People who wanted to work for one of the many international organizations, including the United Nations, had been checking each organization's own website for job postings, which were marked open or closed by hand. The portal brought that outreach, data entry, and candidate tracking into one place, so the organizations could share and compare candidate information across job postings and locations.

How the subcontract worked
Our engineers used Buchanan-Edwards' process, tools, ticketing, and code review. They followed the agencies' security, accessibility, and review rules. The work had to be easy for the prime to review, because the prime answers to the agency. The technology included Microsoft SharePoint and Microsoft Dynamics, along with custom software development, staff augmentation, and technical consulting.
